The Executive Order 9981 established the President's Committee on Equality of Treatment and Opportunity
In the Armed Forces. It is based on equality of treatment and opportunity for everyone in the armed services without regard to race, color, religion or national origin. It was created in the National Military Establishment and it consisted of seven members. The Committee is authorized on behalf of the President to examine the rules, procedures and practices of the Armed Services in which these procedures may be improved. All executive departments must work directly with this Committee so everyone in the armed services are treated equally.
